President Bush and Clinton.?
It should also be pointed out that anything Clinton tried to do to try to reduce the threat of terrorism was loudly attacked, and whenever possible blocked, by the Republicans in Congress. Remember the cries of "Wagging the dog!"? Bush and his team were absolutely uninterested in al'Queda and terrorism in general, despite every effort of the outgoing Clinton administration. It wasn't until the ignored attack took place that they suddenly decided to become big anti-terorists. The actions taken by the Bush administration are another matter entirely, but I suspect the assesments will boil down to "big on PR, short on results". As for Mr. Bush himself, the Texans have a fine expression: "All hat, no cattle." "Actions speak louder than words" also comes to mind. I'll let it go at that.
