Why is Viet Nam considered "Johnson's War" when he clearly had reservations about escalating this 'inheritance?

Lyndon Johnson wanted to win that war, but they wouldn't let him. This is the # 1 reason he did not run again in 1968. Big money kept the war going another 6 years. Money was made and thousands of more American boys and men died or were maimed. It was never "Johnson's War."
