His feelings are hurt because he wants you as a girlfriend and you are not into him. If you don't want him for a boyfriend I think you should just tell him that being friends is not going to work out and that you don't want to see him at all. That way he will get over you and move on. Now he just can't help acting like an idiot because he is all messed up about you. It would probably help him if you just said no calls, texting, no anything. Unless you are actually interested in him.
